ard and any pollution that may occur. >> reporter: the three people have to answer to authorities. sausalito police got a call from the owner just after 8 this morning. the owner woke up and saw his boat was on the news and not where it should be. as for the three people aboard the stolen boat, they were quick to refuse any assistance from the coast guard. >> there was sometime we weren't able to communicate with them but the coast guard threw a radio on board and talked to the people. they essentially do not want their coast guard's help. >> reporter: for hours, the sailboat, the darling, rocked back and forth aspect taters watched on. officers had to move people back as the investigation continued. >> not every day you get to see this on the beach. and, what a beautiful boat and poor guy poor owner that had the boat that's not too damaged hopefully. >> reporter: what you are look at again is that third person being examined by officers and

investigators here. we were told there were two men and one woman on the boat and it took hours for them to get to this point in time. as far as what's hamming from here on out, pacifica police have state tied lipped on what will continue along the investigation but i am sure we will get updates later on this afternoon. reporting live in a sicka, kpix5. >> such a bizarre story do we know why they may have stolen the boat to begin with? >> reporter: no, not alall -- at all. this has been an interesting turn of events as the whole thing kind of paned out it was a few hours ago that we found out the boat was stolen in the first place. as for the three people, the coast guard says they weren't sure about the connection between the owner and again the three people who were aboard the darling. so, as this point no it's a little hazy on the details but i am sure we will be able to confirm more information later on. >> they will be in big trouble. thanks kate. asa shooting in san francisco-- a shooting in san francisco killed one man and sparked a chase and arrest.

we are in the bayview district where we learned there are two crime scenes. >> reporter: we are here at the primary crime scene where it happened on third and up the street a couple blocks, a second crime scene where police recovered the weapon hidden in a wheel well of the vehicle. this shooting happened when the sun was out and stores were opened. so, now police are speaking with witnesses and are searching for surveillance footage from the businesses to get a better idea of what led to that shooting. we have learned the victim a 21- year-old man has died. police got the call shortly before 8:30 this morning and arrived to find the victim on the sidewalk suffering from multiple gun shot wounds. this happened on third and palu next to the check cashing business in san francisco's bayview district. the victim was transported to the hospital while police chased the suspect. >> the suspect was seen fleeing

from the scene. officers in the neighborhood that responded quickly did engage the suspect in a foot pursuit. after a quick brief short foot pursuit the suspect was taken into custody. >> reporter: the suspect is a 22-year-old man from san francisco. no names have been released. at this point southbound lanes of 3rd street are closed from oakdale to palu and it's affecting miewni which is isshut -- muni which is shut down afacting the 24 line and -- affecting the 24 line and 3rd street t lien it. happened at a major hub and there are a lot of people standing around watching police do their work. they say they are in the preliminary stages of their investigation. so they don't know when pu like- - public transportationwill be available. elissa harington. >> they are in the preliminarystages but have they said anything about a motive. >> reporter: they don't know what a motive could be at this point. this didn't appear to be a

robbery they say. but they do have a gang team assisting them. this morning, and they are asking anybody with information to give them a call and call kers remain anonymous. >> okay elissa harrington live in san francisco. thank you. a south bay city is investigating the first homicide in six years. 18-year-old richard vega was shot multiple times near west lat mer avenue in -- lattimore avenue in campbell. he died at a hospital. a dark col ored sedan was seen leaving the area after the shooting. the motive is unclear and no one has been arrested. police were involved in several deadly shootings around the bay this weekend. four people were killed by officer gunfire. three times on saturday and again early sunday morning. now that's when hayward police say an officer with a civilian ride along stopped to check out a parked car on fletcher lane. the driver tried to speed away. hitting an open door of the patrol car, the police say the officer opened fire in defense

of the civilian's life and his own. the driver was captured but his passenger was already dead. >> it's unfortunate. you know, if people would comply, it's been my experience that when they comply you don't end up in the situation. >> early saturday morning, officers in san francisco shot a man who allegedly raised a gun at them. later that day, officers in san jose chased a man and shot him. and several hours later, police in union city killed a gunman. a public memorial for two santa cruz police officers killed in the line of duty is now set for this thursday. detectives lauren baker and elizabeth butler will be remembered thus at noon at hp a veil-- pavilion in downtown san jose and you can watch live on kpix5. >> san francisco police are searching for an assault rifle stone-- stolen from an unmarked police car. it was in the car on mission street when someone broke

window and grabbed it. that's given to specially train officers. san francisco police sent out an alert to other agencies to try to find the weapon. in lows gatos the town council is considering a moratorium on feature -- future gun sales giving the council time to come up with long-term guidelines for the sale of weapons. the council meets to discuss the issue tonight. the only los gatos retailer selling guns would be able to continue gun sales during the moratorium. president obama sign the order friday night and today, it's day one of forced spending cuts. so farther effects have not been seen by the average american. but washington says the full impact is coming likely in april. the defense department is expected to feel the cuts the hardest. one place people are starting to see the cuts at the airport. homeland security secretary janet napolitano says major u.s. airports are already seeing delays as a result of

the automatic federal spending cuts and things will only get worse. the transportation security administration and customs and border poe text agencies are sending furlough notices out. and they are cutting overtime. so of course that means fewer workers to get travelers through airport security and customs. >> we are already seeing the effects of some of the ports of entry, the big airports for example, some of them had very long lines this weekend. >> and napolitano expects delays and wait times to double during the week as more wokeers are told to stay home. here in the bay area smaller airports will feel the cuts. air traffic control towers could be sut down slug in san carlos livermore and concord. -- including in sant san carlos, livermore and concord. we could face a government shut down by the end of the month. a loom time beloved -- long

deficit hyperactivity disorder continued to have the condition as adults. researchers found more than half of children with adhd are more likely to have psychiatric disorders as adults and adhd affects 7% of all children and more common in boys than girls. britain's queen elizabeth is out of the hospital after fighting off an apparent stomach infection. >> the monarch who tushes turns- - turns 87 is back in the palace and resting. tina krause has more on the condition. >> reporter: queen elizabeth smiled and look rested as she left a london hospital after a stay that lasted less than 24 hours. the 86-year-old monarch bounced back after being treated for symptoms of gastroenteritis called a stomach bug commonly. brits were not surprised that her majesty resilience. >> amazing. i hope i am the same when i am 86. >> amazing woman.

she is a lot older than i am. >> reporter: the queen rarely let sickness get in the way of the schedule but canceled the trip to wales when she became ill on friday. on sunday palace it's brought her from -- aids brought her to the hospital in london. it was her first hospital stay in nearly a decade. >> the best lace for her to be -- it's the best place for her to be. she will take that advice and go along to the hospital. >> reporter: the queen's granddaughter in law kate spent several days at the same hospital in december with severe morning sickness. it's the preferred hospital for members of the royal family. palace officials say the queen has called off the pb look appearances for the-- pkly appearance -- public appearance for the week she usual list has 350 engagements in a year. she last canceled one in october when she had back trouble. as she gets older palace aides are careful not to take chance was her health. but her majesty who is not one

bearing down on the bay area and it will take a while to get here but once it does, the rain will pick up late in the day tomorrow. otherwise, dry for today and looking good. as we head throughout the afternoon, low clouds and fog breaking up just a little bit and here comes the fog overnight and more clouds on the way and your cold front taking its time getting here. 7 or 8 at night tomorrow night so a little wet on the commute home leaving late and after that, it turns to more scattered showers as we head to wednesday and possibly into thursday. we may see a couple leftover scattered showers and then looks like we are done. not a huge storm but we will take anything we can get. so far it's looking pretty good. 62 degrees expected in san jose with sunshine there today. a cool 58 in san mateo. 54 in pacifica. and east bay numbers into the 60s in many spots. and as you get inside the bay, 50s for most everyone. 60s heading towards santa rosa and next couple days how about this. we are headed back to winter. not a rainout for tomorrow. doesn't look like that rain will start until late in the
